Success of an institution is measured on the quality of products such a body yields regardless of the quantity it could possibly have. Thus, success is never based on the amount and tangible figures but rather based on value.

Such is the nature this great institution called Rizal Central School illustrates since its inception in 1915. Quality-based learning is its purpose rather than quantity though it is encouraging to admit the foremost idea of a public school to become a bucket of novices despite huge number of enrollees that may be detrimental to its goal of excellence. Being a government institution requires deep following of the constitutional demand. It says that basic education is free and will never become a privilege. Therefore, it is not surprising to see boisterous number of pupils arrive every year that add up to the school population up to the point that sometimes the quality of learning seems to be compromised.
